Motorola V66i unlocking problems

right, i want to unlock my v66i, except the thing is; it says that if you insert a different sim card and it says "contact service provider", you just wait a while and it'll go away. however, when i try this that all it says. no matter how long i leave it thats all it says. it doesnt change to "enter whatever code". anyone have any ideas on this?
