This Test sim cards allow use of phone menu functions on locked handsets, with added function of allowing contacts backup to sim too.
They enable the engineer to use the phone and all its functions except making calls/texts etc. as no network signal is given.
Test sim is needed for tools like SE Tool when you need to enter menus on the phone but do not have a sim for the network that the phone is currently locked to. Or for LG phones to enter unlock codes etc.
